# Fractional CFO vs. Controller vs. Bookkeeper: Who Does What?

Capstone CFO

**Short answer:** a **bookkeeper** records transactions, a **controller** makes sure the books are accurate, complete and closed on time, and a **CFO** uses those numbers to plan, raise capital and guide strategy. In other words: the bookkeeper records the past, the controller verifies it, and the CFO shapes the future. Most growing companies need all three functions, but not necessarily three full-time people.

## The three roles at a glance

| | Bookkeeper | Controller | CFO |
| --- | --- | --- | --- |
| **Main question** | Is every transaction recorded? | Are the numbers right and on time? | What should we do next? |
| **Focus** | Data entry, payables, receivables, bank feeds | Month-end close, reconciliations, accruals, controls | Forecasting, cash strategy, KPIs, capital, transactions |
| **Time horizon** | Today and this week | Last month and this quarter | Next quarter to the next several years |
| **Key outputs** | Categorized transactions, bills paid, invoices sent | Accurate financial statements, reconciled balance sheet | Forecasts, board reporting, financing and strategic plans |
| **Works with** | Office manager, vendors, customers | CPA, auditors, bookkeeper | CEO, board, investors, lenders |

## What a bookkeeper does

A bookkeeper keeps day-to-day records current: categorizing transactions, paying bills, invoicing customers, reconciling bank and credit card accounts and often running payroll. Good bookkeeping is the foundation for everything else, but it looks backward and rarely includes analysis.

## What a controller does

A controller owns the accuracy of the financial statements. That means running a disciplined month-end close, booking accruals and adjustments, reconciling every balance sheet account, maintaining internal controls and preparing information for the CPA, auditors and lenders. The controller turns bookkeeping into financial statements leaders can rely on.

## What a CFO does

A CFO is a strategic executive. The CFO builds forecasts and budgets, manages cash and financing, defines KPIs, reports to the board and investors, improves pricing and margins, and leads capital raises and transactions. The CFO also shapes the finance team, systems and processes as the company scales.

## Which roles do you need at each stage?

- **Early stage or under roughly $2 million in revenue:** a reliable bookkeeper, with periodic help from a CPA.
- **Growth stage, roughly $2 million to $75 million:** bookkeeping plus controller-level close and review, and fractional CFO leadership for planning, cash, reporting and capital.
- **Larger or highly complex companies:** an in-house finance team, often led by a full-time CFO, with specialists added as needed.

Revenue is only a rough guide. Investors, lenders, inventory, multiple entities or an upcoming transaction can make controller and CFO support valuable much earlier.

## How the roles work together

The most common gap in growing companies is the middle layer. Without controller-level review, the CFO spends time fixing numbers instead of using them, and leaders lose confidence in the reports. A combined model, where bookkeeping, controller and CFO work are coordinated by one team, removes hand-offs and keeps everyone working from the same numbers.

## Frequently asked questions

### Can a controller do the job of a CFO?

A strong controller can handle reporting and some analysis, but the CFO role focuses on strategy, capital and forward-looking decisions. Many companies pair an internal controller with a fractional CFO.

### Do I need a CPA if I have a controller or CFO?

Usually yes. A CPA firm typically handles tax returns, tax planning and any required audits or reviews, while the controller and CFO run the finance function day to day.

### Can one firm provide all three?

Yes. Capstone CFO offers [combined CFO and accounting plans](https://capstonecfo.com/cfo-and-accounting-plans) that cover bookkeeping, month-end close and CFO leadership in one engagement.
