# Building Your 2027 Budget: Planning for Sticky Inflation, Rising Labor Costs and Slower Growth

Capstone CFO

**Short answer:** build your 2027 budget from drivers, not last year's totals; assume costs keep rising faster than they did before 2021; plan three scenarios with clear triggers for action; and tie every line to a monthly cash forecast. The budgets that hold up next year will be the ones built to change.

## What is different about budgeting for 2027

CFOs are heading into budget season with steady but cautious expectations. In the third-quarter 2026 [Richmond Fed CFO Survey](https://www.richmondfed.org/research/national_economy/cfo_survey/data_and_results/2026/20260923_data_and_results), finance leaders expected U.S. growth of about 2% over the next year, while raising their own expectations for price and wage increases. Monetary policy and inflation topped the list of concerns, with labor costs and pricing power newly added. Optimism held up at larger companies but fell among smaller and financially constrained firms.

For a growing company, that mix means three things: costs will keep rising, pricing decisions matter more, and cash discipline is a competitive advantage.

## Six steps to a budget that holds up

1. **Start with drivers.** Build revenue from pipeline, win rates, pricing, retention and capacity. Build costs from headcount plans, vendor contracts and unit costs. When a driver changes, the whole plan updates.
2. **Use realistic cost assumptions.** Budget wage increases, benefits renewals, software price increases and insurance from actual quotes and market data, not a flat percentage.
3. **Plan your pricing.** Decide now where and when you will raise prices, and model the effect on volume and churn. Pricing is often the biggest lever in the budget.
4. **Build three scenarios.** A base case, an upside case and a downside case, each with agreed triggers: if revenue is 10% below plan by the end of the second quarter, which hires pause and which spending stops?
5. **Connect the budget to cash.** Translate the annual plan into a monthly cash forecast, including debt payments, capital spending, taxes and working capital. A profitable plan that runs out of cash in July is not a plan.
6. **Set the operating rhythm.** Review budget-versus-actual monthly, refresh the forecast quarterly and keep a weekly 13-week cash view.

## Common mistakes to avoid

- Adding a percentage to last year's numbers and calling it a plan.
- Budgeting revenue top-down from a growth target with no link to pipeline or capacity.
- Forgetting the timing of cash: annual insurance, bonuses, tax payments and inventory builds.
- Treating the budget as fixed once approved instead of pairing it with a rolling forecast.
- Leaving department leaders out, so nobody owns the numbers.

## Frequently asked questions

### When should we start the 2027 budget?

Most companies should start in October and finish before the end of the year, so the plan is approved before January. Companies with boards or lenders may need an earlier timeline.

### How detailed should a budget be?

Detailed enough to manage the business by, and no more. Model the drivers that matter in detail and keep everything else at a summary level.

### Should we budget for a downturn?

Budget for your base case, but prepare a downside scenario with specific actions. The point is to decide in advance what you would do, so you can act quickly if needed.
